Parece que Jazmin si los puede modificar, no solo abrir tenemos que revisarlo.

en el super usuario, si se pueden modificar los servicios y cuando se realiza algun cambio el servicio se modifica a Cerrado - Modificado Admin.

Trafico terrestre, no permite hacer alguna modificacion en servicio cerrado y Trafico aereo de importacion junto con Trafico aereo exportacion solo permiten solicitar servicios.
